Requirements
Rockingham County requires the presence of a roughed-in driveway and inspected footers to assign an address to a residence.
Numbering
North- / south-running roads are numbered beginning at the end closest to U.S. 33, and east / west roads are numbered beginning at the end closest to U.S. 11.
Starting numbers are the perpendicular or horizontal distance to these roads from U.S. 11 or U.S. 33 at the rate of 1,000 numbers per mile.
Addresses are assigned based on mileage along the named road from the starting number at the rate of 1,000 numbers per mile (an odd / even number every 10.5 feet) with even numbers on the right as the numbers increase. The point of address is where the structure driveway or access enters the named road. Second structures along a single driveway receive the next consecutive odd or even number.
Private Roads
Driveways with more than two residences must be named as private roads and addressed accordingly.

Addressing inquiries for property with no residence
In order to address a parcel before construction of a residence, a VDOT-approved entrance permit must be issued and construction completed. Once the entrance to the property has been constructed, contact Kendrick Smith at 564-3029.
